Constitution for a better Democracy

Some form of democracy has existed in known history for more than 2500 years among the known one the current American Democracy seemed to be the best so far until now. The best formed governments and civilization have collapsed anywhere from 150 to 400 years since its formation as gradually wealth and power concentrate among a few percent of the population and the general public loose interest in the system/government as the general interests of the average public are hard to get and deteriorate.
Some of the examples include the Roman Empire, Buddhist Maurian Empire, The Shivite Chola Empire. As a single human being cannot witness the happening over a period of 150 to 400 years, no civilization had the opportunity to learn from the mistakes of the past to correct themselves from collapse. but as extensive study on history, archeology and technology has aided the 20th century

A democracy that is based on a fixed Constitution that does not correct and adjust to the needs and that does not address the needs to the common public with collapse sooner or later hence democracy or any form of government that was good at certain period cannot sustain or persevere unless consciously cared and addressed.

The happenings in America after 2000 is the beginning of the repetition of what happened with other collapsed civilizations of the past - Concentration of power and wealth among few percent of the population, unable to achieve good legislation for the common/majority of the population, bribery and corruption among lawmakers and administrators in some sugar coated term like lobbying.

So unless the bad happenings are addressed and corrected one of the best known democracies - American will collapse in the next 50 years (This year is 2009).

Note:

The Maurian Empiere in India that adopted Buddhism as a way of life was an exemplary government with freedom of choice for men and women, foreigners and citizens but collapsed due to an internal revolt that led to a form of civilization that introduced strong restrictions and freedom on women and among various groups and classes (as caste) and concentrated / guaranteed power to a selective few - Kshatriya (Warrior) and Brahman (Teacher) job categories the eventually lead to a strong contained class as caste.
So Democracy cannot be taken for granted to persist for ever!

Human beings are trained to respect equals and superiors (but not the ones below their social/economic/power status) and to understand and be concerned about the problems of their own class. For e.g. when we see an animal on the road hit by a car we do not have much concern for it (though we know the animal is also a living being and has a place in the world); when we hear that an American sufferes at another nation we empathise with him/her and our emotions are greatly stirred but when we are shown the image of that American being from a different race than we are out empathy goes down; when we see a homeless American of our own race by the street corner asking for help we ignore him/her or give a Dollar and forget about his/her problem. This is because our minds are trained to empathize with people that face the same problems as we face and we do not have time nor the understanding or will to understand the problems of another class/race/economic group. So the people from the rich class (~10% of the population) cannot understand and do not care about the problems of the class lower to them (the remaining 90% of the population). When a successful businessman or a rich and highly educated economist is asked about what needs to be done by the government to improve the economy his/her answer will be to help the economy of the rich, safeguard and increase the wealth of the rich and so forth(but as a secondary by-product help the remaining 90% of the population that is lower in class to him/her). So on TV if Forbes or Gates or any Millionaire or Billionaire is asked on how to improve the economy his/her answer will be on how to improve the economy and wealth of his/her class! If we want to know how to improve the economy of the middle class or the poor class then the answer can be known only by interviewing by people from that class (Caution though to make sure that such an individual is not already paid by with talking points by the rich class/(his/her employer).
(So when you see a TV interview with a successful businessman or a economist on how to improve the economy just ask this simple question - How much is his/her wealth and how much does he/she earn per year. These 2 questions will give you the answer on about whose economic improvement he/she is talking about rather than your economic interest)

On taxes the rich want to convenience that they are unfairly taxed higher and may give all dramatic reasons to convenience that an equal percentage of tax (say 25 or 35% tax as the average middle class) is a fair share but this is great deception.
When comes to compensation the rich business owner/CEO wants to take a higher share of the profit/revenue (70 to 90%) by giving reasons on how his/her efficiency;performance;intelligence;hard-work contributed to the success of the business(hiding the real facts on contract details, subsidy, tax exceptions, profit margin, and everybody's contribution) but when paying taxes he/she wants to convenience that a higher tax percentage on the rich is unfair though he/she robbed a higher share of the revenue/profit in the first place! So during compensation the rich do not want an equal or near about equal compensation but while paying taxes they want an equal taxation!

When every thing is privately owned the rich have complete control hence they always want small government and less government jobs. With bigger government and more government jobs the rich become less powerful and cannot manipulate the market to their complete fancy hence they always want smaller government jobs and less government intervention. For a good economy there should be a mix of private and government jobs(50:50).

As the rich, middle class (that can survive only when they work) and the poor (survive only with full or partial help of others) live in 3 separate virtual Worlds with problems of their own and cannot appreciate the problems of the others 2 virtual worlds, and the news and views are mostly controlled by the rich class the article is written to strike a balance.
